Mr Wheelhouse urged people to stay safe and plan their journey carefully.
He said: "The picture across Scotland seems to be improving and that is all down to the hard efforts of workers involved in the clean-up operation.
"I visited Stonehaven and Brechin this week to thank those giving up their time to deal with the effects of the recent bad weather and I was greatly encouraged by the progress being made with the recovery.
"It was truly heartening to see great community spirit and resilience from the community in Stonehaven who I understand will go ahead with plans for the local Hogmanay celebrations in spite of recent setbacks."
