Ballymena deputy mayor PJ McAvoy said it was "absolutely horrendous that someone's life should be lost through drugs at that age".
"The people who are selling drugs should be dealt with very severely by the law, because if there were no dealers, there certainly would be a lot less consumption," added the SDLP councillor.
