Chf Supt David Keller of Greater Manchester Police said it was "a difficult time" in the fight against gun crime.
"There is a problem in terms of getting people to come forward, but what I would say is that over the years we have had some significant successes.
"People have come forward to give evidence and to give information.
He added: "We've had a lot of successes and we're just having a difficult time at the moment."
Tony Winter, co-ordinator of community group Manchester Street Pastors, said it was not a hopeless situation.
He said: "I think we're all encouraged by the fact that you can see this response from the community and all parts of the community to come together and to continue the good work that has been going."
