Andriy Gusin should be available after missing Saturday's defeat by Italy through injury.
Fellow midfielder Anatoliy Tymoschuk is likely to have recovered from a knock he received at the weekend.
Kenny Miller has played exceptionally well for us in away games especially Scotland manager Walter Smith
James McFadden started for Scotland in the victory over France on Saturday.
But, having just returned from injury, a lack of match fitness means Miller will take his place if, as expected, Smith once again plays with just one striker.
"Kenny Miller will come back into the side," said Smith.
"He has played exceptionally well for us in away games especially."
McFadden could always be deployed on the left of midfield and will compete with Lee McCulloch for that berth.
Hibernian right-back Steven Whittaker was called into the squad to cover for the absent Dailly.
But 26-year-old Neilson has done enough to impress Smith.
"Robbie has been a steady player for Hearts over the last couple of seasons and I have every confidence in him," said the manager.
"I did have other options, but I did not want to make a couple of changes to accommodate one player."
There will be no other changes from the side that upset France at the weekend.
"Darren Fletcher had a knock on the side of his knee, but he'll be okay," added Smith.
"One or two others have little knocks that I don't think will affect the team."
