Insp Colin Clark said: "We are very keen to hear from anyone who was travelling in that area of the M4, either eastbound or westbound, prior to that time and may have seen what happened to the woman's vehicle before it pulled on to the hard shoulder.
"We also need to speak to anyone who may have seen the collision involving the woman."
