A man has died after being restrained and arrested by about seven police officers in Exeter city centre. Thomas Orchard died in Royal Devon and Exeter hospital a week after the incident. The Independent Police Complaints Commission (IPCC) has launched an investigation, including the examination of CCTV footage from the city centre. It is understood that Orchard was remonstrating with a number of people. He was restrained and arrested on suspicion of a public order offence, then driven to Heavitree Road police station. In the course of the next hour concerns grew about his condition, the IPCC said. At 12.15pm he was taken hospital.
