Martin Barnes, chief executive of the charity DrugScope, welcomed the investigation.
He said: "The issue of prescription and over-the-counter drug misuse has been highlighted this year with a number of high profile celebrity cases reported in the media.
"But DrugScope is concerned that many people in the UK are affected by the misuse of prescription or over-the-counter drugs, either through recreational misuse or the development of dependency problems.
"One of the difficulties is that we do not know the extent of the problem or the impacts."
