He told BBC Radio 4's World at One: "The idea that Manchester City Council haven't thought of all the possible ways to regenerate east Manchester is quite frankly insulting.
"To regenerate areas you have to bid for investment or the government has to put investment in.
"And unless the government are going to replace that level of investment which would create at least a thousand jobs, then nothing is going to happen in one of the most deprived parts of this country."
