The chief constable said it was not yet known whether anyone else was in the vehicle.
He added: "We believe the incident is linked to events in London yesterday.
"There are clearly similarities and we can confirm this is being treated as a terrorist incident."
He said there had been no indication that Scotland was likely to be attacked.
