The suicide attacker drove into a road in a Toyota Corolla near Kabul's Puli Charkhi prison where American soldiers are building a new wing to accommodate prisoners who will be transferred from Guantanamo Bay, Mr Paktiwal said.
Both the attacker and his car were blown up in the explosion, he added.
Nobody has claimed responsibility for the attack yet.
There have been a spate of suicide and bomb attacks in Kabul recently.
Earlier this month, a bomb attack on an Afghan police bus in Kabul killed up to 35 people and injured more.
It was the most devastating bomb attack in Kabul since the Taleban were ousted in 2001.
Taleban rebels said they had carried out the attack - the fifth bombing in three days.
