Most residents found alternative accommodation but a council officer helped those with nowhere to go. Gwent Police put a 200m exclusion zone in place, and residents were housed at Newbridge Leisure Centre temporarily.
The cordon remained in place while the oxyacetylene tanks in the garage had time to cool and the area was safe to return to, said a spokesperson.
Police were not treating the blaze as suspicious.
