At a news conference on Tuesday, police and city council representatives paid tribute to the "resilience" of the emergency services and the people of Sheffield.
They said there had been "significant damage" to the city. No figure has yet been calculated to assess the cost of the damage, but it would run into "millions".
The scenes were described as "unprecedented" and, in the view of the Environment Agency, "off the scale", it was said.

Hundreds of people were thought to be stranded inside buildings on an industrial estate in Brightside Lane, Sheffield. Three RAF rescue helicopters were brought in to help pluck people to safety from their roofs.
There are about 40 units on the Brightside Lane industrial complex, employing between three and 30 people each. A clear-up operation is under way in Sheffield but many parts of the city remain cut off, with roads closed and no bus services.
Police said one small building had collapsed and a number of others have been subjected to pressure from the floodwaters. About 13,000 people have been were left without power because of the floods.
