The European Court ruled on Thursday on a claim by lawyers acting for the pair that the convictions contravened Article 6 of the European Convention on Human Rights - the right to a fair trial.
The judgement took account of "new" evidence released to the appellants' legal team.
However, Thursday's ruling stated that: "the undisclosed material was found by the court to add nothing of significance to what had already been disclosed at trial.
"There has not, therefore, been a violation of Article 6 in the present case."
The pair, both graduates from English universities, were convicted on the basis that they were part of a UK-based extremist terrorist cell, which planned to sabotage the Middle East peace process.
