The ammunition had originally been issued by the army.
His arrest followed an operation into the sale of 21 rounds of 9mm ammunition in the Chichester area of west Sussex.
'Profit from misery'
Operation Trident officers, who investigate incidents involving the supply of firearms or ammunition, believe the rounds may have been intended for sale in London.
Det Sgt Neil Lennon, of Operation Trident, said: "The ammunition we believe this soldier was selling would have been compatible with a number of types of firearms.
"It would undoubtedly have the potential to have an extremely harmful effect on a number of communities, and Trident remains committed to tackling those who seek to profit from the misery of others."
The soldier, who has not yet been named, is being held in custody in the Chichester area and is expected to be questioned later.
A spokesman for the Ministry of Defence (MoD) said: "A soldier was arrested at Thorney Island on firearms related charges.
"The Metropolitan Police are leading this investigation and it would be inappropriate for the MoD to make any further comment."
