Monday's report - by Faizabad division commissioner RC Shrivastav - says revenue officials were guilty of conspiracy and negligence in forging a certificate saying Bachchan was a farmer.
The actor bought the 90,000-square-foot plot from a village council in Barabanki in Uttar Pradesh state and it was registered in his name in 1983.
Last year, the district magistrate of Barabanki cancelled the land sale after villagers complained.
Bachchan appealed, but following Friday's ruling in the Faizabad revenue court the land was quickly restored to the village council.
Officials in the western state of Maharashtra have also threatened action against the star.
After the Faizabad court ruling they said they could take over his land in Pune district and may also initiate criminal proceedings.
