Firefighters used a Tirfor winch to remove the wreckage of the Blue Ford Focus. Witnesses working nearby told the BBC that they heard the sound of brakes screeching and a loud bang.
Very shortly afterwards they heard emergency services arrive.
'High speed'
The teenager was seen being led away in handcuffs.
A fire engine towed the Ford Focus out of the stairwell to the basement at about 1345 BST.
