"Clearly, this is a tragic tragic set of circumstances and we are doing our best to investigate what has happened here and we'll be making full inquiries to find out exactly what has gone on."
It is understood the arrested man is white while the woman is black. The two dead children were both black. A post-mortem examination is being carried out to determine how they died.
Police would not confirm if either the man or the woman was related to any of the children involved.
Supt Boulet said: "This is a suspicious incident at the moment, obviously there are a lot of inquiries to be done, this is an early stage in the investigation, but we will find the answers."
