Robin Miller of the Highways Agency told BBC News the northbound carriageway, between junction 16 and 17, would remain closed throughout the evening rush hour.
Mr Miller said the road now needed to be resurfaced but it was possible the hard shoulder would open to allow some traffic through.
The road should be fully open in time for Tuesday's morning rush hour.
