Louis Cruise Lines, which runs the ship, said a "controlled evacuation" was under way but that there was no danger to passengers. "I haven't heard of anyone dying or anything like that... I think everything's under control."
"The boat was attempting to moor but ran aground in shallow waters," a local boatman told private Antenna television. Santorini's regional governor, Chrysanthos Roussis, said: "We managed to get the ship away from the rocks and tugged the vessel toward the main harbour. The condition appears to have been stabilised, and the evacuation effort is going well so far."
"Weather conditions are good, but the ship is taking on water and has listed heavily," he added. Louis Cruise Lines, the Cypriot firm which runs the ship, said a "controlled evacuation" was under way but that there was no danger to passengers.
The ship left the port of Piraeus on Monday and was due to return on Friday, officials said. A spokesman said the firm would send another ship to pick the passengers up.
The ship had been on a short tour of the Greek islands, the spokesman said.
Another ship operated by Louis, the Calypso, had to be towed into Southampton on the south coast of England last year after an engine fire sparked a major alert in the English Channel.
