Child poverty
Mr Morgan also unveiled the party's mini-manifesto for north Wales.
He said Labour had delivered on promises made four years ago with the building of new hospitals in Porthmadog and Holywell.
Labour promised to guarantee the future of Llandudno Hospital and pledged that no NHS patient would wait more than 26 weeks for treatment from the time they were referred by their GP.
There were also pledges on providing more dental treatment, making more affordable homes available and a promise to oppose "excessive" council tax increases.
The party has yet to publish its full manifesto but it has already stated that a commitment to ending child poverty by 2020 will be central to its plans.
Labour has said that if it retains power all of its policies will be tested to ensure they play a part in achieving the goal.
Mr Morgan has also said he hoped a system to respond to patients' concerns when problems occur in the NHS could be the first law passed by a newly-elected Labour administration.
