US Secretary of State Condoleezza Rice has arrived in Egypt at the start of a new effort to try to revive negotiations on Middle East peace. US Secretary of State Condoleezza Rice has held talks with Arab foreign ministers in Egypt in a new effort to restart the Middle East peace process.
It is her first visit to the region since the creation of a Palestinian unity government. She urged Egypt, Saudi Arabia, Jordan and the United Arab Emirates to take steps to improve relations with Israel.

Speaking ahead of her visit, Ms Rice said she was disappointed that Cairo was not leading the Middle East to greater democracy. Dr Rice will meet Egyptian President Hosni Mubarak on Sunday before continuing to Ramallah and Jerusalem.
Her comments were a reference to a referendum to be held on Monday on controversial constitutional changes. These include provisions for wide powers of arrest and police surveillance. She will hold talks with Palestinian leader Mahmoud Abbas and then Israel's Ehud Olmert before flying to Jordan for a meeting with King Abdullah.
Egyptian President Hosni Mubarak defend the amendments, saying they were necessary to help Egypt deal with the dangers from sectarian tension and terrorism. The BBC's State Department correspondent Jonathan Beale, who is travelling with the US Secretary of State, said there was no sense that the meeting in Aswan had come up with any solutions to break the Middle East deadlock.
Ms Rice is scheduled to hold talks with Mr Mubarak on Sunday.

The outgoing US ambassador in Baghdad, Zalmay Khalilzad, said a sectarian divide was developing across the Middle East because of the bloodshed between Sunni and Shia Arabs in Iraq.

The BBC's Jonathan Beale, who is travelling with the secretary of state, says there is a new sense of urgency in addressing the Israeli-Palestinian conflict, not least because Arab nations say it is essential to bringing about stability in Iraq and across the region.
In the Egyptian city of Aswan, Ms Rice will meet leaders from Egypt, Jordan, Saudi Arabia and the United Arab Emirates - the so-called Arab Quartet of moderate US allies - officials said.
