The public service broadcasting channels were assessed for their delivery of "purposes" and "characteristics" set by Ofcom.
Almost six out of 10 viewers regarded innovation as important but it was seen as the least-delivered characteristic, with less than a third of respondents satisfied in that area.
The purpose of reflecting different regions to the rest of the UK was also seen as not well delivered.
Quality
Less than half of regular viewers of BBC One and Two said they showed enough new homemade programmes, with the figure falling to 44% for ITV1, 41% for Channel 4 and 23% for Five.
Asked whether the channels offered high quality content, 73% of regular BBC One and Two viewers said those channels did.
ITV1 scored 62% for high quality programming, while Channel 4 scored 58% and Five 41%
The report said that news remained "the cornerstone of public service provision in the eyes of viewers".
Viewers considered it particularly well delivered by the BBC, although specific Channel 4 news programmes were appreciated most highly.
The UK's public service broadcasters are the BBC, ITV1, GMTV, Channel 4, Five, S4C and Teletext.
The report said that 73% of UK households watched digital television on their main set in 2006.
The 7.9% rise on the previous year was mainly driven by the growth of Freeview, it said.
