The town's Mayor Stefan Tiemann said the family that owned the restaurant were well known in the local community, and had lived above the restaurant for nearly a decade.
Local resident Hilly Behrens said: "They're really nice people - I've never seen an angry face there."
The restaurant had never been suspected of involvement in criminal activity and Chinese mafia violence "has never been an issue in Lower Saxony", said a police spokesman.
