They followed an investigation into the alleged supply of chemicals involved in methamphetamine production to the US, Europe and Australia. Brian Howes, 43, from Middlesbrough, and 28-year-old Kerry Ann Shanks, from Bo'ness, are due to face extradition proceedings in Edinburgh.
Cleveland Police have also been involved in the probe. The move came amid a probe into methamphetamine production.
The investigation focused on the alleged supply of chemicals involved in production of the synthetic drug to the US, Europe and Australia.
The arrests followed a major police operation in June, when up to 250 officers were involved in a raid on the couple's alleged distribution centre in Grangemouth.
