Traffic is backed up as far as The Gyle and passengers on the number 100 airport bus said they were dropped off 10 minutes away at the Hilton Hotel at the height of the incident. A Lothian and Borders Police spokesman said Army bomb disposal experts were called after the suitcase was found.
He added: "They examined the luggage, and found that it posed no threat.
"Inquires are underway to establish how the luggage came to be located within the toilets."
A 31-year-old passenger, who had travelled on a flight from London, said: "My fiancee and I had to wait on the plane for an hour before waiting a further hour in the terminal.
"We have just arrived at the taxi queue, where there are more than 100 people waiting in line."
