Ebbw Vale councillor Brian Clements said the injured 18-year-old woman was Craig Williams' girlfriend and it was his unborn baby that died in the crash.
Mr Clements said that although he had not known the family very well "they were lovely" and that Mrs Williams had been "well liked".
He said that Mr Williams' father had recently moved into sheltered accommodation after losing his wife.
"He had gone out for a drink last night and they had to go out and find him to tell him," Mr Clements said.
"This is a tragic occurrence. Everyone is devastated."

A Gwent police spokesman said an examination of the scene had been carried out at first light on Saturday because conditions on Friday were too wet and windy. Blaenau Gwent MP Dai Davies said it was believed that sheep wandering on to the road could have been the cause of the crash.
The spokesman said: "The cause of the collision is yet to be determined." "We've heard that they swerved to avoid sheep on the road, but obviously that's hearsay at the moment.
However he added there had been problems with sheep wandering on to the road in the past and it was something they were investigating. "There are a lot of farms and small holdings in the area and animals could have come down off the mountain, but that's all conjecture.
In November last year, four teenage girls from Ebbw Vale were killed in a car crash on a mountain road near the town. "We are devastated yet again as this is the second tragic accident in a relatively short space of time. Our thoughts are with the families involved."
Friends Danielle Caswell and Katie Roberts, who were 15, and Louise Jones and Kayleigh Parry, both 16, all died at the scene near Llangynidr. Four teenage girls from Ebbw Vale were killed in a car crash in November.

Mr Davies said: "The stretches of road of both instances are difficult.
"In Crumlin there is trouble with slippage on the banks at the side of the road, but to my knowledge there are no problems in terms of traffic accidents."
He added the news was just beginning to filter through to the local community.
"I understand that Mr Williams was the steward of a local club in the area and, as members of our community, this news is going to hit a lot of people very hard.
"We are a close-knit community and everybody tends to know each other's relatives and friends."
The police spokesman confirmed the two vehicles involved were travelling in opposite directions at the time of the collision.
He stressed: "We are keeping an open mind as to the cause of the collision at the moment."
