Mr MacAskill said: "The Scottish Government has acted to make the open prison system much more secure than in the past."
He said there were 16 absconds in 2008/09 out of an open prison population of 342, compared to 79 in 2006/07 from a population of 339.
"However, no-one disputes that in any system there will be failures of assessment, and there will be an investigation into the circumstances of this case," he added.
