Mr Harper came to national attention when he headed the manhunt after young mother Abigail Witchalls was left paralysed when she was stabbed in an attack four years ago in Little Bookham.
As a detective superintendent, he led the investigation which led to Richard Cazaly, who police said would have been charged in connection with the attack if he had not committed suicide.
Mr Harper began his career in the Metropolitan Police force in 1983 and worked his way up the ranks as a career detective.
He served in several specialist units including an anti-corruption team and murder squads.
He moved to Surrey Police in August 2004 as detective superintendent before being promoted to his current rank in January 2006.
