Deputy Chief Constable Andrew Edwards, of Dyfed Powys Police, said a review of serious offences under Operation Ottawa, saw the two cases being looked at again by officers. The two double murders took place four years apart
Officers said Mr Cooper had also been charged with two sex assaults and five attempted robberies in Milford Haven. He will next appear at Swansea Crown Court on 27 May.
Ch Supt Dean Richards read out a statement on behalf of the family of Peter and Gwenda Dixon. Mr Cooper from Letterston in Pembrokeshire, is also charged with raping a woman in March 1996 as well as indecent assault on a girl under the age of 16 and five attempted robberies in Milford Haven in 1996.
It said: "We welcome this development and are grateful to Dyfed-Powys Police for keeping us up to date during this investigation. The hearing lasted less than 10 minutes where Mr Cooper was dressed in a T-shirt and jeans.
"We feel it would be inappropriate to comment further at this time." The charges follow a review of the murder cases by Dyfed-Powys Police.
