The IPCC said its initial inquiries show no evidence of the use of a Taser gun by police during the incident.
'Witnesses identified'
A post-mortem examination is due to be conducted on Mr Tussler, the commission added in a statement.
The statement added: "Potential witnesses have been identified and interviews will be conducted over the coming days.
"A ballistics expert and forensic scientists continue to investigate the scene.
"IPCC investigators and staff have also made initial contact with the man's family."
