Det Supt Ken Lawrence who is leading the investigation said it was complex and the arrests were part of the process.
"We are gathering information from every possible source in order to establish the facts of this case and will continue to work tirelessly to achieve this," he said.
The bodies of Ashley Stephens, 20, John Averis, 27, and Darren Yates-Badley, 24, were found inside the remains of the building, a vegetable packing plant.
Ian Reid, 44, died in hospital following the fire.
