Deputy Minister for Defence and Security Emmanuel Nchimbi has cautioned residents to stay away from the area and to vacate all tall buildings. Officials said it was a tragic accident and not a repeat of the deadly terrorist blast that rocked the country's main commercial centre in 1998.
