'Working closely'
Det Ch Insp Michael Hanlon said: "We believe we have identified the victim of the murder and specialist officers are currently working closely with the family.
"We cannot release any more details of his identity at this stage."
A post-mortem examination showed the man died of a stab wound to the back.
His head was found in a field in Leicestershire, while his torso, left forearm and legs were found in separate locations in Hertfordshire.
The man was said to be aged between his mid-40s and early-60s and was of large build, weighing between 16 and 17 stone.
Police previously said no clothing had been recovered and they were concentrating on men who have gone missing in south-east England.
Before the arrests police were due to release a facial reconstruction of the man.
