A spokeswoman for Swansea Council said there was little the local authority could say due to the Data Protection Act and a review was under way. In a statement Swansea Council said it was examining its own child protection procedures to see if they were followed appropriately in Aaron's case.
The council confirmed it had received an anonymous phone call making accusations against Lewis.
It decided to write to her asking her to attend a meeting, but unfortunately the caller gave an incorrect address.
When the review is published the council said it will act upon any lessons that may be highlighted.
