Police said the two properties would remain cordoned off for the next few days while searches continued.
Ch Supt Mark Chatterton, of Hampshire Police, said: "Armed arrests like this are rare in our community.
"I want to reassure residents that they need not be alarmed.
"This was an an intelligence-led operation and these were targeted arrests by highly-trained officers."
