Without such investment and energy efficiency measures, the report predicts that EU energy imports will rise from 50% of consumption to 65% by 2030, requiring increased reliance on potentially unpredictable sources.     EU energy chief Andris Piebalgs also said 20% of all EU energy should come from renewable power by 2020 and 10% of vehicle fuel from biofuels.
    The EU wants to set binding targets for the first time, he said, suggesting a massive boost in low-carbon, home-grown power such as wind and solar energy to cut reliance of imported fossil fuels.
