They were arrested under the Terrorism Act after the 25-year-old was allegedly seen spraying graffiti. 'Imitation weapons'
A number of imitation weapons were seized in searches of several premises, as well as "politically sensitive material", police said. A Devon and Cornwall Police spokesman said the decision to send in Royal Navy bomb disposal experts was a "precautionary measure" to "ensure the devices are made safe".
Further items were seized from an address in the city centre on Monday evening. Those still being questioned by police were arrested under the Terrorism Act after the eldest man was allegedly seen spraying graffiti.
Officers said the weapons were "probably not even lethal" and no ammunition was found. A number of imitation weapons and fireworks have already been seized from an address in Radnor Place, as well as "politically sensitive material", police said.
Further items were seized on Monday evening.
