A member of the Iraqi security services in Mansour told the BBC that both of the explosions were car bombs.
"Somebody detonated two cars against people as they were queuing for petrol," the unnamed man said.
"What do they want from us?" he asked, adding: "They have killed all these people. Some are burnt."
