The driver is described as white, in his late teens, with dyed blond hair. The crash took place at Glenburn Terrace, Carluke.
He was wearing a dark coloured jacket and jeans. Police discovered Mr Black's body when they called at his address in relation to the incident.

Forensic officers searched the house for evidenceNeighbour Diane Fraser, who lived across the road from Mr Black, told the BBC Scotland news website she was shocked when she heard he had been killed.
He said: "I would urge anyone who may have seen anyone fitting this male's description in the area of Unitas Crescent on Monday night or the early hours of Tuesday morning or who may have seen the car being driven in the Carluke area around this time to come forward as a matter of urgency.
"I am also anxious to hear from anyone who may have witnessed the road crash or the male running off from Glenburn Terrace towards the railway station to contact the police immediately."
Neighbour Diane Fraser, who lived across the road from Mr Black, told the BBC Scotland news website she was shocked when she heard he had been killed.
