North Wales Police said the fatal incident happened on the A5104 near Llandegla, in Denbighshire. Cavan Sean McGrann, 60, and Rebecca Van de Burgh, 29, both from Bristol, were travelling in a Ford Focus which crashed on the A5104 near Llandegla.
Fire crews from Wrexham and Corwen attended and an air ambulance was called to the scene. Two others in an Audi A3 suffered minor injuries in the collision at 1450 GMT on Sunday.
The emergency services were called at 1453 GMT. The two injured people were taken to hospital. Tributes to Mr McGrann were paid by Bristol council where he worked to find placements for children in care.
Fire crews from Wrexham and Corwen and an air ambulance was called to the scene.
The two-car crash happened between Llandegla and Bryn Eglwys.
The road was closed and re-opened shortly before 1930 GMT.
Mr McGrann had been placements commissioning manager in Bristol council's children, young people and skills directorate for two years and had worked for the council for 10 years.
His colleague Ian McDowall, said news of his death was "extremely sad".
"Cavan was a highly valued colleague and manager and his sudden death leaves a huge gap for his family and for us as colleagues," he said.
"All our thoughts at this time are with his family and also with the placement commissioning team for whom he'd provided clear and successful leadership and focus.
"He will be very much missed."
