Rapist tried to lure teenage girl

A convicted rapist tried to lure a vulnerable 14-year-old girl to his home just days after being released from prison, Perth Sheriff court has heard.

David McMillan, 32, was already banned from contacting young girls when he started calling the teenager.

McMillan targeted the girl, who was a stranger, after discovering her number in a mobile phone he got his hands on.

A sheriff referred the case to the High Court for sentencing, saying he did not have proper powers to deal with him.

McMillan, from Glenearn Road, Perth, was the subject of a rare Sexual Offences Prevention Order (Sopo) when he committed the offence.

Former Tayside Police Chief Constable John Vine had the Sopo granted against McMillan earlier this year after predicting he would strike again "immediately" on being freed from jail.

Previous offences

On 28 July, 10 days after being released from prison, McMillan started bombarding the teenager with calls and did not stop until 2 August.

The girl became extremely distressed by the calls and texts and eventually went missing from social work care.

In court McMillan admitted breaching the Sopo by having unsupervised contact with a child through numerous phone calls and text messages.

He admitted asking to meet her, repeatedly inviting her to his home, and indicating to her that he had drugs and alcohol at his home.

Sheriff Michael Fletcher said the high court would be able to consider a lifelong restriction and could order McMillan to attend sex offender rehabilitation classes.

He said McMillan's "pattern of behaviour is such as to endanger the physical well-being or the lives of the public at large."

McMillan had previously been jailed for life in 1996 for the rape of a 73-year-old woman, but the sentence was cut to nine years after an appeal and he was let out after six years.

In January 2006, a police CCTV operator spotted him as he followed an 18-year-old through the centre of Perth.

Then in January 2007 he was jailed for 18 months after trying to lure a 13-year-old girl from a public park.

After being released early from prison, he was found close to where he had struck previously and was sent back to jail to complete his term.
