Later on Tuesday, the chairmen said in a statement that they consider the White House's "interference" to be "obstruction of the impeachment inquiry" and that they would be issuing a subpoena for Sondland's testimony and documents. The White House followed up its refusal to cooperate with a lengthy letter explaining the decision, which argues the Democrat-led impeachment inquiry lacks legitimacy because it was never authorized by a full House vote, as occurred during the impeachment proceedings of Richard Nixon and Bill Clinton.
