Mr Horne said very foggy conditions were unusual at Cardiff, so they did not have the equipment to cope.
"We have instrument landing systems, but the weather at the moment - the visibility - is below the minimum down to which you can operate with those systems, so that's what's causing the problem in terms of landing aircraft here."
He said if such conditions were to become the norm, the airport would have to look at updating its equipment.
