The bus slid off the road a around 6:30 pm local time, near the town of Canico in the municipality of Santa Cruz, on the eastern side of the island.
“There are fatalities but information on the number of victims is still not certain,” Filipe Sousa, head of the municipality of Santa Cruz, told the Lusa news agency.
Sousa later told the Lisbon-based Jornal de Negocios that 11 men and 17 women, all German tourists, were dead.
More than a dozen ambulances and other rescue vehicles are to the scene, near the Quinta Splendida hotel and botanical gardens in Canico.  Rescuers continue to pulls victims out of the broken-up bus, amid fears that the death toll might rise.
