Neighbour Violet Moylon said the woman who died was in a wheelchair and had carers visiting regularly.
"It is terrible. She was very nice but mostly they kept themselves to themselves, " said Mrs Moylon.
"Last night I heard someone calling 'Steve. Steve' and I thought it was kids over the back.
"But then I saw flashing lights so I came to the front of my house and saw what was going on.
"The fire was really raging. Apparently, she went to this day centre on Thursday and they bought her home at around 4pm.
Another neighbour Olwen Elliot said: "It worries me when something like this happens.
Derelict
"Last night I didn't want to go to bed. I didn't know it was going on until my daughter who lives nearby rung me and said there were loads of ambulances and fire engines going to where I lived."
Many of the homes on the estate are owned by Newport Housing Trust, which originally built the bungalows. All of the homes have alarms connected to the city council.
Each of the properties has got a smoke alarm fitted and the alarm service has its own emergency response team.
Alison Kibblewhite, group manager for South Wales Fire and Rescue Service, said they fire officers and police trying to establish the cause of the fire this morning.
"The occupants were connected to one of the community alarm systems which was set off last night. That goes through to a call centre.
"They tried to contact the occupants but there was no answer. Then they tried to call the next of kin which was also unsuccessful."
She said the estate's emergency response team arrived within 15 minutes of the alarm being set off and saw there was a fire.

"We are thinking it was an accident. This morning crews from Maindee station will be giving safety advice to people living in Bishpool Gardens to try to reassure residents and make sure their homes are safe."
