Paramedics were called to the incident in Llanfairfechan after the last firework of the evening's council-run display tipped over, firing into the crowd.
The blast showered a number of onlookers with sparks, including a woman who was then treated for shock and a minor facial injury by paramedics.
County councillor Andrew Hinchcliff, who had been helping with the display team, said a member of the fire service had been with them and kicked the firework off a wall onto the town's beach.
"It was more a case of shock rather than any real harm - it was lucky.
"But the whole incident has left me feeling sick. We encouraged people to come along to an organised display, and then this happened, with the last firework of the evening."
Cllr Hinchcliff said he now expected the incident to be discussed by the town council.
