A Norfolk Fire Service spokesman said a fire broke out following the crash, but it was dealt with by airfield staff.
He said it appeared that the aircraft hit part of the crop-spraying tractor on its approach to the runway.
"The debris field suggests the aircraft collided with the crop-spraying tractor before it hit the ground," he said.
He stressed that the tractor was not on the runway and there was no suggestion the tractor was not authorised to be where it was.
