Sinn Fein councillor Caral Ni Chuilin, who was at the scene, described police behaviour during the disturbances as "provocative".
"I am questioning the tactics of the PSNI operation in which they arrested this alleged car thief in front of a crowd of young teenagers," she said.
"They could have arrested him in any part of the area because he was allegedly driving around the area for up to an hour."
However, PSNI Chief Superintendent Gary White said officers came under attack while they were waiting for an ambulance to arrive for the injured car driver.
"It is extremely worrying when police officers are out doing their job - and doing what I think the community wants them to do - are attacked in this way," he said.
"This vehicle was stolen two hours before the incident... it had been seen on a previous occasion by police in the New Lodge area but they were unable get it stopped."
He said he understood the collision between the alleged stolen car and police vehicle was an accident.
