Cabinet Office official Richard Jackson, of Yateley, Hants, allegedly left two highly classified documents on a train from London Waterloo to Surrey. Richard Jackson admitted negligence by leaving the documents on a service from London Waterloo to Surrey on 10 June.
He was on secondment from the Ministry of Defence at the time. Magistrates heard the files "had the potential to damage national security and UK international relations".
Cabinet Office official Mr Jackson, 37, of Yateley, Hampshire, was on secondment from the MoD at the time.
