Fighting in the Libyan city of Derna has reached unprecedented levels, the United Nations humanitarian office said in a report on Thursday. It cited air raids, shelling of residential areas and heavy ground clashes. The office also said that there is severe water, food and medicine shortages.  Electricity and water were completely cut off for the approximately 125,000 residents of Derna, which has been encircled since July 2017 by the Libyan National Army, Reuters said. On Tuesday, rival Libyan factions agreed to hold parliamentary and presidential elections on December 10, an advisor to the Libyan prime minister said after a meeting in Paris.
